The Constitution
Already Solved This

The problem is not a lack of law.
The problem is failure to enforce constitutional limits.

Government Has Only Delegated Authority

The United States and State Constitutions do not grant general power: they define and limit it.

All lawful authority exercised by government must be:

  • Delegated

  • Defined

  • Bound by constitutional limits

When government acts outside those limits, it acts without lawful authority.

Where the System Failed

The breakdown is not theoretical—it is structural.

Over time:

  • Public duties have been delegated or outsourced

  • Courts have blocked enforcement through procedural doctrines

  • Officials operate without meaningful accountability

  • Citizens are prevented from enforcing constitutional limits

The result is a system where:

Constitutional limits exist on paper—but not in practice.

The Sword & Shield framework is a constitutional enforcement model designed to restore the limits already defined by law.

It does not create new rights.
It restores enforcement of existing ones.

Act I — Non-Delegable Public Obligations

  • Constitutional and statutory duties cannot be outsourced

  • Public authority cannot be exercised through private actors

  • Contracts cannot replace constitutional responsibility

Act II — Oath Supremacy Over Private Agreement

  • Public officials are bound first and foremost by their oath

  • Private agreements cannot override constitutional obligations

  • Conflicts between contract and Constitution resolve in favor of the Constitution

What This Restores

What This Framework Does — And Does Not Do

This framework does not target any religion, belief, or private practice.

It governs public authority only.

The Constitution already establishes the controlling rule:
No law, system, or authority—religious or otherwise—may operate outside or above the Constitution.

Efforts to “ban” a specific system misunderstand the issue.

The issue is not what a system is called.
The issue is whether it is being exercised as governing authority.

This framework resolves the problem at its root

by enforcing constitutional limits

on all exercises of public power.

Development of the Framework

The Sword & Shield framework and its supporting resolutions were developed by Morgan Collier

as a constitutional enforcement model designed to

restore the limits defined by the United States and State Constitutions.

The framework is now being advanced for legislative consideration and statewide adoption.

Pastor Shahram Hadian (Truth in Love Ministries) has met with legislators in Idaho to discuss the Sword & Shield framework and its legislative application.

These discussions reflect growing recognition that structural constitutional enforcement—not symbolic or targeted prohibitions—is the necessary solution.

The legislative model being advanced in these discussions is based on the framework developed by Morgan Collier.

Legislative Engagement

Why This Matters Now

A constitutional republic cannot function if its limits cannot be enforced.

When enforcement fails:

Power expands beyond its lawful bounds

Rights become conditional

Accountability disappears

Restoring constitutional limits is not optional.
It is the condition required for lawful government.

TURN PRINCIPLE INTO ACTION

This framework enforces constitutional limits on all public authority—without exception.
